Fan restraining strap removal

Hi Guys - need some help. My left side restraining strap holding the fan housing snap and broke. I located the new parts but I have no clue on how to remove the bolt that is pushed in there. I can punch it out as the engine is blocking access to the other side and it is sitting flush on the front so I can't pick it out.

Any ideas?
