Spoiler and motor from 90' not working in 91'

Posted this on Rennlist earlier. Pulling my hair out. Ideas?
To skip my thinking while I type from earlier, here is my current issue with the spoiler.
I tested it, works fine in other car. Will not work from switch in new car. Swapped, switch, relay under dash, and checked fuse. I tested the terminals in rear, and it has constant power on a terminal weather ignition is on or off but doesn't make spoiler move, where as the old car it works in fine, only has power when I turn the switch up or down. I just moved 911's around before snow comes and the spoiler moved whenever I turn of ignition. if I keep tutting key on and off it will move a inch at a time, but only up, and nothing to do with the switch. Weird huh? Any ideas? Spoiler stuck up…Sigh.

One more thing, also this is a spoiler in a 91' with a 90 motor in it. Thought I read that the speed controller is from the ABS unit in 91' and in 90' it was from the trans. Not that is anything I am worrying about as I have yet to drive it. Just wondering if that matters. My speedo has no Back lights working, but showed speed in my driveway. so I guess it works.

On my 90 the spoiler control module and relay are under the passenger seat. The box under the dash looks like a spoiler control module but it is the lock module, I know the lock module was changed to under the seat i think it was late 91 or maybe 92..and its a large control unit which also serves the alarm, blue plastic on housing..
