Complain about the bank? What for? They just do transactions. You sent money. They got it for their client. They have zero complicity in the fact that their client was a thief. The bank has acted 100% legally here.

The bank really should be aware of fraud and comply on their own transactions I would think -- especially if their own customer is a criminal or a fraud. Therein, they have some kind of liability. Ebay, paypal etc. have such kind of policies in place to protect their bottom line or customers don't you think?

I had a scammer trying to buy a boat I was selling. I dragged his ass around for 2 weeks. Had a little fun with him. Finally told him I'd need another $500 for hookers and beer.
Crickets after that.

Not the case. Every time I have wire transferred money the bank personal has warned me, several times, that once the money is sent there is no recourse. It's gone.
The bank has zero responsibility in your choices.

OP, we were all really pulling for you, but unless the authorities or bank act, I think it’s a slim to no shot of recovering you funds…

The IRS is probably more useless than the FBI. I recommend a bounty hunter or a PI, but for that it costs money. I mentioned this already, so my apologies for being redundant.

Can anyone recommend a US or local area Private Investigator, or a Bounty Hunter to porschenstock? He may need one. There must be someone who knows one or someone who does...

I personally don't and living outside the US I have no boots on the ground. I once was in NJ and actually met a real bounty hunter, a neighbor of my ex wife's mother's place (in Perth Amboy). I spoke with him extensively. He was something like out of Midnight Run only worse. He was bad ass...

There are PI's everywhere. Google is your friend.
Bounty hunters? Not so much.

Doesn't matter anyway. This ship has sailed.

My advice to the original poster is gardening or yoga, two very calming things that might get your life back on track. Chasing a phantom who took your money is pointless, unless you want to get on a plane and start knocking on doors. But sending emails to banks and US government agencies will get you nowhere. It's just going to leave a knawing hole in your stomach and every email back gives you false hope that someone will take up your case and retrieve your money, they won't. Move on, learn a hard lesson, don't buy half price cars on Craigslist from another country, these scammers rely on guys like you.
Your money is gone, there is no car, there is no Donna, and the guy that scammed you is going to be very very hard to catch, and it won't be by TD Bank, or the FBI.

Never give up is good answer. I didn't publish porschenstock's PM like I did one of M2's once upon a time... He asked me a couple days ago if I knew any PI or Bounty hunter in the US I could recommend. I said I do not, not having lived there (for 30 years now). This Pelican group can track down any car on the net, any troll. Can't you help this member track down this scum? Are we saying it's just tilting at windmills or the ship is gone already? My last resort would be -- bring in a Russian crew...

A Russian Crew? Like this?
Your advice is to do more business with criminals? Doing business with criminals is what started all this.
I hope the original poster will take sound advice and move on and not get riled up by bad advice.

Let’s be clear here, Bern Quixote is the one tilting at windmills, again. He’s always looking for a cause for his overblown sense of righteousness.

It’s deplorable that he continues to push this gentleman with false hope and truly idiotic ideas.

The Russian crew was a joke. Y'all over blow everything, then jump on a bandwagon. NY Nick thought the sweet quick solution was to go organized, but even he said it was half joking!
