Yes. But you would need a broker to handle the custom's paperwork & once in your driveway, you have to satisfy RIV before you could license it in Ontario.
But do a search here & on Rennlist about Victory Motor Cars before you get too serious. Ian

Yes, absolutely. Not only should you never buy a car with a lien against it without getting the lien discharged (and receiving written confirmation of said discharge from the secured party) they won't let a car with a lien on it across the border.

Check with MTO. I believe that they will issue a 30 day temp plate. You must have the title in hand & invoice & custom's docs & insurance to do it. I'm not 100% on this though so call them.

Ian's right, although I believe it's only 10 days. Where's the warehouse? In Canada or the US? Some shippers will bring the car right to your dorr, having completed all the paperwork. I'm bringing in a Boxster in the next week or 2, and will have it brought right to my door. The added brokerage service is only $100 (with this company), and that saves several hours of driving to the border (2 people), waiting in lines, paying fees, etc. Well spent. PM if you want the details of the company, pricing, etc.

Yes, it will. Take the bill of sale, proof of insurance coverage (incl. liability, not just theft/fire) and title signed over to you to an MTO office, they will issue a temp permit (10 days I think), it's a sticker for your windshield. With this you can drive the car as much as you want, even without plates. Then it needs to pass a safety and emissions test (if applicable - 20 years and older no e-test needed, but you always need a safety). Once those are done take the safety and e-test to the MTO office, pay the PST on the sale price of the car (or the red book value if they don't believe you, i.e. if the bill of sale says $1.00) then they'll give you an Ontario title and plates (title is $10 and plates are $70 or so, IIRC).
If I understand correctly RIV stuff is completely different. After you pay the reg. fee at the border, they will mail you the forms you need within 10 days. (Well, they're supposed. I had to call them and tell them to get their ass in gear before the 30 day time limit ran out.) You have 30 days to make any necessary changes to the car, to account for differences in Canada vs. US Min. of Trans/DOT regulations (pass. side airbags, daytime running lights, child restraints, etc.). Your best bet there is to talk to a mechanic who's dealt with US cars before (probably will be minor and cheap changes). Once that's done, take it to Canadian Tire (no choice) and have them fill out and sign the form. Someone will probably do a walk around of the car and have a look at the interior, then sign off on the form. I can't remember if they send it to RIV or if you have to. Then you're done. Remember, RIV only applies to vehicles 15 years and younger. They go by the month/year stamped into the US DOT sticker, usually found in the door jamb. So if you were at the border today and the car was built in April 1991 you're fine, if it was built in May/91, you'll have to go through the RIV. Make sure you read their website thoroughly. If you call with questions, they'll just refer you to the website. I called twice, just to make sure I had all my bases covered. To say they were unhelpful would be giving them undue credit. They were rude, clearly irritated by my questions, and completely useless. This despite the fact that if you happen to not cross one T, you have to "export or destroy" the vehicle. I've always said Canada is a great country in spite of our gov't, not because of it... Hope this helps.
