Fraud?--or am I mistaken?
Just read this ad on eBay, and noticed something interesting in the second paragraph of the description. To me, it sounds like a VIN swap. Am I misunderstanding something here

If as described, it's a VIN swap to avoid CA smog restrictions...
Strictly legal? Maybe not, but it's done with some frequency... and as long as it's disclosed, I think the seller is being fair to potential buyers. State (esp CA) may feel differently. Surprised he's posting it openly
