What's a '69 911 S worth?

I can give you the best description possible from looking at it and briefly talking with the owner.

Matching numbers.
Seats are not sport seats, they look like later Recaros.
Body is rough, needs paint and a repair on the front driver's fender.
Didn't look like there was any rust. Car in L.A., CA.
Color is a respray, the original was "green, like british racing green" owner's words.
Smokes on start-up.
Runs fine, transmission has no problems, doesn't need anything.
Second owner, he purchased in the late '70's

The four I posted are worth anywhere from $70,000 to $100,000.

The car you are describing sounds as if it is in need of restoration. So what I would do is get the car throughly inspected (PPI) to determine the extent of required restoration. Restoration is expensive and even west coast cars are vulnerable to hidden rust.
