Everything seemed to be working on the emission system so I took her in for a tune up and retest. readings were:

at Idle
HC ppm 8
co% 0
co2% 14.7
02% .05

high Idle
HC ppm 9

So got round to the closed loop test on the oxy sensor, read steady .452 with deviation up to .455 at 4000 rpm.

So my emission tests indicate a rich burn but running without a filter would provide a lean burn.

So whats the root of the problem?...

The numbers I posted were multimeter voltages not emission results.
