Well it turns out after adjusting the timing for about 5 hours, we gave up on timing being the issue, and moved to vac leaks. The Large vac line that connects at the bottom of the intake manifold...

I have checked both of those things twice. Plug wires are only long enough to go to the proper plug, pus i labeled them. as i removed each one.
