there is a signal wire off of EDIS that connects to the tach lead and drives the tach without any problem. I'll look into it after work for details.

We have a winner. I pulled the DRL relay and both the headlights and the fog lights work. I'll try a new DRL relay in the near future to see if it's the relay, or some of the wiring in that system....
