Try pinching the gas return line from the fuel pressure regulator. It may be the FPR.

I would replace both the alternator and the battery at the same time, clean all of the ground connections to the chassis and drivetrain, and I agree with above in checking for ground shorts.

Could it be that you may be low on freon? The compressor will cycle on and off almost continuously if it is getting lower on freon until it runs out, then it will not kick on at all.
