Basically it refers to parts that are M-specific.

Parts that come from the M division of BMW. M division is actually a separate entity within BMW therefore parts that are developed for the M cars are refered to as M-Technic.

M-Technic can also refer to some markets in the world that did not get the E30 M3. I have heard of a couple of M325i's that were in Australia.
