Yes. This is a hazard, depending on the sound. Go and find out wth is wrong asap. One of your caliper bolts could be loose...or a pad installed backwards, or the spring clips might have fallen off/broken/been installed wrong. Your pad sensor could be loose and being crushed when you hit the brakes. Really, the list goes on.

What type of dragging noise is it?

Are your rotors old/rusty? If so, that can do it too. If is about the only thing that wouldn't warrant freaking out. Sometimes they take a while to wear similar grooves in the brake pads as the rotors, and will make noise. Or you could be scaling rust off.

all the bolts are tight as far as placing it backwards i doubt it because i double check everything before i install the wheels back. this thing only happen before going to a stop but as far as breaking from about 20 or 15 mph it's really smooth except when before stoping then it make this weird sound. my dad told me that this is normal since i replaced a new pads on my brakes but i just want to get a second opinion about it. and the car stops right away when i press on the brake it just have this weird sound.

check EVERYTHING! It could be a loose caliper mounting bolt.

Did you re-surface the brake rotors or use new rotors when you put in new pads?

Well, thats probably the source of the noiser then. The pads trying to seat into the old rotors..
