If I remember right there is an "idle stabilizing solenoid" that can cause this problem when it fails.

Yup, it sounds like the idle control valve (ICV). It may just be dirty and can be cleaned out with carb cleaner. Look for the solenoid-type device sitting in the rubber boot between the air flow meter and the intake manifold. Easy to replace if cleaning it does not help.
Does the car run fine once warmed up? Difficult idling/starting when hot/cold may also point to a bad DME. Search for "wet DME", there are plenty of previous threads on the topic. LeRoux

In this thread, I give a detailed description of changing the ICV on an E36 M3. Hope it helps. My symptom sounds similar to yours but cleaning didn't fix it, I replaced it.
Rough idle at startup

9 times out of 10, cleaning the ICV does the trick, you need to remove it, spray some carb cleaner in there and free up the little slide inside... It's ok to use a small screwdriver to carefully work the slide back and forth while spraying to free it up...

Did you read the thread I linked in my first post? It doesn't have pics but it is very detailed. I'm just not sure if the 328 ICV location is the same as the M3.
