I have a constant pretty regular ticking sound coming from under the dash on my 1992 325i and the blower will not run at any speed. Could this also be part 64-11-8-391-749 needs to be replaced?

I would locate the sound of the ticking. It may not be related to the faulty blower motor.

Inspect the blower motor and resistor. Then replace what is needed. The resisitor is a good place to start.
