Hi can anyone tell me if a bad CCV would make my E39 idle up and down? i have checked everything from hoses and intake manifold and gaskets, my cam is still idling up and down and i dont know what esle to check.

Yes if the diaphragm is ruptured it is an internal vacuum leak which can cause surging at idle. Any kind of vacuum leak can cause an idle surge as well
