So if they meet current government standards for emissions, what's the problem? If their development is running a bit ahead of that curve, it would only make sense to keep that in their hip pockets, for when the standards get tightened once again. To tip their hand to regulatory agencies in today's environment would be foolish. The inevitable result would be a further tightening of regulations, possibly (likely) to a point that they then could not meet. Remember, "no good deed goes unpunished", especially when dealing with government regulatory agencies.
