Unfortunately no... For CDL purposes, the US only recognizes our licenses, Canadian and Mexican commercial licenses (due to reciprocity with those two countries). Any other country cannot drive a CDL type truck. But the FMCSA does issue waivers to commercial drivers from other countries under certain circumstances and they have in the past issued them to German C1 licensed drivers, likely due to Germany's high standards.
But the medical cards are a little problematic. I can get the waiver for the driver to use his C1 license here temporarily, but I'd like to also get a pass on the DOT physical. That's why I need to present info demonstrating that the German standard for the physical exam is high enough to warrant a waiver.
