96+ have the metal flanges in the middle(hard to explain I will try and find a picture). OEM replacements now do not have the metal flange for any year. With the victory tool you need to take out the flanges. I have the tool(well my dad larry f. here does) but have yet to use it yet. Will let you know when I have tried it out.
