I have to ask - why do this? Racers with fuel cells may raise the hood to refill if they don't use a somewhat more convenient external fill method. Or have a quick fill system through the hood. Or use the (banned in racing venues) cool Monza external cap. But a stock fuel tank?

Your purpose would seem to dictate the design options.
