The flasher relay sits on top of the fuse block up above the driver's feet. I don't remember which fuse drives it.
Note that the turn signal coming on when the car is off and the lever is moved is designed-in "European-style parking light" behavior. The power in this case actually uses a different circuit through the turn signal switch and such than when the lights blink. So the behavior you mention likely means that there is a problem in the circuit that uses the flasher relay to send power to the turn signals.
