Fuel Regulator Damper-‘86 3.2

I’m replacing my damper because it was leaking and the attached vacuum hose sucked up the leaking fuel directly into the throttle body. Engine complained terribly finally giving up the ghost completely. Looking at my OEM damper, I note that there is a bolt at the bottom which holds a bracket and also plugs a threaded hole into the diaphragm cavity. The bolt and washer are precisely machined to seal onto the cavity hole. Is the bolt supposed to have a gasket to seal the cavity from the atmosphere? If not, atmospheric pressure would in time pass through into the cavity. BTW, the PET does not show a gasket.
