The only reason that you would not be able to machine the rotors is if they are worn thin enough that machining them ("turning") would put them at or below the wear spec.

You can try sanding them, but if they're that thin already I doubt you'll be able to take off enough metal to take out the grooves while still leaving enough that they're in spec.
