I think I might know what you are talking about.
The little valve-looking thing with 2 vacuum lines on it?
It's after the fitting on the block, before the heater control valve.
It's a temperature operated vacuum switch, so apply a vacuum to the charcoal canister.

Maybe I'm way off base.
