Have you tried a different DME relay? You could jump power to the pump and see if it runs (for a brief period). Then you'd know if that is the issue. I jumped power to my pump when I needed to drain my fuel tank without any problems.
The pump provides pressure to the fuel system, but you have a regulator which bleeds off excess pressure. Shouldn't hurt a thing. While running, I think my pump runs non-stop, but I am not 100% sure.
