The brown should be ground. Best to check with a voltmeter or test light.
Make sure you hook the wires up to the proper terminals on the lights themselves! They are not interchangeable. The + lead must go the the terminal connected to the bulb, and the ground must go to the one connected to the metal 'frame' of the lamp.
License lights are infamous for grounding to the bumper metal and either melting/burning lenses and wiring, and/or blowing fuses. They are a bit of a PITA.
