Is the fan in front of the radiator or the back(engine side)? Do you have a manual or automatic tranny?
The front fan is the secondary fan and it should come on with the ac and it will also come on if the primary fan can't keep up.
The back fan is the primary fan. On some models it is mechanical ans on some it is electric. If it is mechanical it should be turning if the engine is on. I fit it is electric it probably will not come on until it reaches operating temp.
