Is the clutch engaging and compressor turning?
The low pressure switch should activate at 20psi.
I have seen a couple of those little charge tubes where the "pin" fell out. If the center pin is not present, it can not press the valve open on the low pressure fitting, thus not allowing the refrigerant to enter the system.
