This is normal; the voltmeter gets its signal off the brake switch. Not an elegant way to do it, but it works.
It has that tendancy to "flick" down to around 10V, depending on what other loads (lighting, stereo, etc.) you have "ON".
Best accuracy for reading voltage & charge is off the battery with a multimeter.
