They are powder coated silver and then powder coated with clear.
Unfortunately, the silver looks a little gray at night and I wish I had selected a different silver. I will have to live with them for now.
Regarding the center caps - I completely forgot and so I brought them in yesterday. I will hand paint the centers when I get them back.
