The caption indicates a cracked fitting, but if that were the case the problem would be obvious and you wouldn't be asking. The picture is a little fuzzy so it's hard to say, but as I recollect the only way that oil can get to the outside is if there's a problem with the mating surfaces of the cover, the fitting, or the two washers. The O-ring seals the path that conducts oil to the tensioner, but a leak in that seal will stay within the housing. I'm going by memory here, so a look at an exploded view of this assembly is advised. Keep in mind that the oil feed is a fail-safe--there's still spring force in the tensioner, so I don't think there's any immediate danger.
