In the U.S.? Normally the sheriff's office will tell you who's in custody and what the charges are. A lot of counties actually post this online more-or-less "real time" with mug shots.
A good friend of mine who lives in Key West, FL recently had an ex-g/f of his get arrested for grand larceny (heh, heh, heh. It was a bitter breakup and there was a lot of gloating going on). Anyway, I was able to go on Monroe County Sheriff's office web site and find her mug shot, which I e-mailed to him along with the link. I think he sent it to everyone he knew and all her friends/family. Haha!
Anyway, that's the deal in the U.S. (YMMV, some states/counties might not do this). Far as India? No flippin' idea.
