The different years have different ways of keeping the steering column from wobbling. I don't actually know which uses what, but I do know that there isn't a "one size fits all years" method. The metal sleeve, I think, is a 928 part and it works (foggy memory!!) on 75-76 steering columns but not necessarily the earlier ones.
Supposedly the only solution in the case of one run of model years (72-74??? Not sure!!!) is a new steering column housing. (That's the aluminum part that someone else around here polished up and had us guessing about earlier.) I don't know this for a fact, though.
