I've been taking my (black) car to a few body shops for estimates on fixing some poor touch-up spots and a rust bubble. The rust has not broken through the paint and it's just left of the rear windshield, about where it begins to curve down. It's about the size of a quarter.

I'm getting a different story from everyone I've taken it to or called -- repaint the whole car, you need a full restoration, we can do it for $600, we can do it for $2000, blah, blah, blah.

Now my question:

If the bubble spot has not broken the paint yet, can it spread or is it likely to spread -- or to have already spread underneath? Can I wait a while and just get the whole thing repainted? I don't want to throw a bunch of money into touch-up work, just to need it repainted a year or two from now. Pleasee advise. Thanks.
