There are no hoses that should be "blocked off". I'll try to get a hose diagram for a '73 1.7 and post it here (or a photo), unless someone beats me to it. They could be the deaccel valve or aux air valve if memory serves me correct. In AZ, cold start is not much of a problem for most of the year (unless you live near Flag,Heber, etc).
The paper element air filter is also a dead give away for a '73 style engine.
