Gary,

The more I look at this the more it sounds like the wiring is similar to newer versions...in newer US models the sun roof gets it power from the power window relay. If the relay doesn't set there's no power to either the windows or the sunroof. Try to verify this, and check out the power window digram on page 970-42.

Basically for the power window relay to fire the doors need to be closed, and according to the drawing, if you're sitting in the seat and the seat belt control unit is working properly, you have to have the belt on. As soon as you turn the key to ACC the relay should engage and you should have power to fuse 1.

The first thing I would do is close the doors and turn the key to ACC, then get a test light and look for power at pin 87 of the relay or at the top of fuse 1. If it's not there it's the relay or wiring between the relay (remember the mice) and the fuse.

If that checks out, check the other side of the fuse with the light to make sure you don't have a faulty fuse or bad connection. Then follow the wire to the tie point if you can where it splits to the window switches and the sun roof switch and check for power again.

Your problem shouldn't be any lower than this in the circuit. Anything lower should show up as an either / or problem but wouldn't take both systems out.

After all of that, and just so I didn't bias the effort, it's probably bad relay contacts or a bad relay....

Forgot one thing. Before you buy a relay, check at pin 85 to make sure you have power when the key is in the ACC or run position and that pin 30 is hot all the time.
