I would look into re-registering the car as an earlier year, 914-6. This would work if you could pass the specs for a 914-6. You can do a pre-check for that. Its the same process as when a replica gets registered as the real thing.

I had the same problem. Living in Monterey, CA, my first 914 was a 4 cylinder with dual carbs. Since I didn't drive it much, I ended up registering as off-road use only. But since yours could actually be a 914-6 "replica" you may get around it that way.
