I see the turbo forum gave you an answer to the O2 sensor question.
Does my 944s need a o2 sensor

Now about a 944S getting and average of 30mpg--------maybe on a trip with your cruise control set at 55mph .

Really now, I bet you step on the gas at a light and try to make every yellow and have to step on the brake when it turns red. You enter a freeway onramp as if it were T4 (turn 4) at Phoenix International Raceway.

Check your tire pressure to manual spec.

Be happy with a city range of 22-25 mpg and a highway range of 25-28mpg.

Starting issue.

Basic maintenance.
Clean grounds, clean all harness connections, check for vacuum leaks on all hoses.
Change all hose pinch clamps to non perforated screw type or fuel injection hose clamps.
Check the electrical system, alternator, battery, starter.

REGAP the reference sensors. Take out and clean first.
New plugs, distributer cap & rotor

Check your fuel system. Clean the fuel pump check valve. Check the fuel rail pressure regulator. Check the fuel damper. Check fuel pump pressure, change the fuel filter, Clean the TB-throttle body with a Gumout Fuel Injection spray cleaner. Do not use a can of Carburator cleaner on a fuel injected car. Rebuild the TB-throttle body with a $20 kit from Arnnworx Home Page

Clean the ICV-idle control valve.

These are good places to start and maybe get better mileage.
