There are no vehicles with turn signals on the wheel itself. FMVSS (federal motor vehicle safety standards) require them to be on a stalk and to all operate the same way.
Same reasons why all cars must have hazard switches on the dash and labelled the same, headlight switches in the same spots, etc. All required by law to be within a certain specification area.
