Good question really. My understanding was that Hoosiers for all intents and purposes are a slick. THey only limit the radials and require that any tire used in a production or modified production class have a full width molded tread.
Part of their justification is to keep people from going to overboard with power modifications and trying to keep the groups competetive without having to result to serious scrutineering. If you limit the runner a car has on the ground, you effectively limit useable horsepower and massive aftermarket brake systems...
Its a smart solution to a complicated problem, but there are always a few cars that fall through the cracks with blanket rules.
