Damn right - the parents eat the cost of any deductibles and/or premium hikes. I'd bill them for the time I spend wasted on reporting the claim and so-forth too, and I get $200 an hour flat rate (I can support this with records too).
Maybe when those yokels get a court judgement of a couple thousand clams they might take their responsibilities/roles a bit more seriously.
