Part of the problem is our laws do not place any value on animal lives - even common companion animals like dogs and cats. I think the value is typically listed around $100 or thereabouts and liabilities for them getting killed is capped at that number unless you can prove it's higher (non-emotional reasons - I'm talking about things like receipts for a particular pedigree, etc.)
Pets need to have a more realistic dollar value associated with the value of their lives - especially animals that love us and we love in return and who add such richness to our lives as nothing less than members of our families.
I view my pets as family members - nothing less.
