If there is only one fitting on your throttle body, it is vacuum retard. It connects to the fitting on the distributor dashpot that points toward the distributor body.

For a 1.8, the standard advice is: Make sure the distributor is actually working (and that you are getting sparks) and they are happening somewhere right around TDC. Then look for vacuum leaks.
