Normal , esp with new rotors as well. Drive and bed in (1/2 dozen good hard stops from speed ) and expect full efficacy after around 100-150km driving.
Often you have to compress the pistons back a little to get the new pads in.
How many miles on your calipers? Did you bleed the brakes too?
