that top cap is not supposed to be removeable....it was sonically welded.
if u have a plastic welder, could do that. otherwise, rtv black or rtv grey would probably be the way to go.
check for leaks afterwards. any leaks there will contribute to bad idle and lean condition if it's big enough.
