For repainting, there is such a wide range of prices. A fancy place like CyclArt might charge $700, an auto body shop might charge $200 if you prep it. I don't know that there will be a 3X quality difference.

If it needs rechroming, that will cost more, but again prices vary widely. There are bike specific chromers, personally I'd go talk to the local hot rod shop and see who they use. As long as you make sure they know what is and is not to be chromed - don't end up with the steerer tube chromed so the headset won't fit etc.

I'd like to try my hand at painting a frame someday. I think an air compressor and a touch-up gun is what is recommended for bikes.
