The pump is supposed to run when the starter is cranking, and also when the flap in the air-flow meter is open. If it runs all the time, someone has done some re-wiring. It is possible that they changed other things that might be causing your running problems.
However--the first thing to do is to make sure that the basic engine is in good shape. Are the valves adjusted in spec, does the engine have decent compression, etc. Then check the timing and make sure it's in spec. Then look for brittle or disconnected wires or vacuum hoses.
The L-jetronic EFI really hates vacuum leaks. Check the big rubber "boot" between the air flow meter and the throttle body; it likes to crack in between the ribs/pleats. The crankcase is also part of the vacuum system, so make sure that the seals in the oil cap are there and working. And check the seals around the fuel injectors, they can dry out and leak.
