Thanks to everyone for your help. I removed the expansion tank today, pulled out the sensor unit, WD-40'd all the wires, and I think that the sensor is functioning somewhat properly now. It at least reads something different than 1/4 tank. When I had it out of the car, I turned it upside-down both ways, got to Empty and Full on the gauge, and installed it. Now it's reading a little over 1/2 tank, which is kinda odd since I filled it up about 30 miles ago. But at least I know that it really moves. It may be stuck again, but if it is, at least I know how to 'try' and fix it again.
