This is the way the European "parking on the street at night" option works.
The small lamp in the headlight and the running lamps light up with car turned off.
If you don't have the lever in the left signal position I would suspect the contacts in the lever as a possibility.

That is the way it's supposed to work: Take the key out of the ignition, with the light switch off, and with the turn signal lever in the right or left position and the parking lights are on on the right or left side, including the right or left headlight parking light. If you leave the light switch on and turn the key off and take the key out the all parking lights including both headlight parking bulbs stay lit.
