I have made my own mounts out of thin steel sheet for FG bumpers that were not as high quality as the shaw. They attached to the chassis where the bumper shocks were removed but I think the same theory will work.
I temp installed the mounts on the car with some slightly over size holes and washers so they have some adjustment. Then I clamp/tape the bumper in final position and mark the inside of the bumper with a marker where the mounts need to attach.
This usually takes several on and off attempts to get it lined up and correct. Next I take it all back off rough up the inside of the bumper and start the fiber glassing. As long as you get it fairly close there is some flexibility in the pieces so you can line it up.
Maybe some one with more body work experience will chime in. Its a time consuming process but worth it and satisfying when you consider it will be on the car for a very long time and you will always regret it if its not quite right.
