If it's one of the inner bolts on the tunnel, the welded on nut/bung is accessible from under the car. Crawl under and inspect/spray that end with penetrant as well. The end of the bolt is exposed under there and can get corroded.
I have had to use a hand impact driver on a couple of those as well as the hinge bolts for the folding rear seat backs.
